The American Diabetes Association Requests OMB Withdraw Proposed Rule Changing Guidelines for Federal Financial Assistance

Today, the American Diabetes Association® (ADA) submitted its official public comment on the White House Office of Management and Budget (OMB) proposed rule on the Guidance for Federal Financial Assistance. In its comment, the ADA expressed significant concern over the proposed rule stating “Overarchingly, we are concerned that the collective policies in the proposed rule, if finalized, will have a detrimental impact on the ability for researchers and chronic disease prevention programs to initiate or continue engaging in critical, life-saving scientific research that support the prevention and treatment of diabetes and prediabetes.”

The ADA’s chief advocacy officer, Lisa Murdock, pointed to the proposed rule’s significant departure from the longstanding, merit-based and peer-reviewed framework that has governed federal research funding for decades as undermining the stability, predictability, and integrity of the federal research enterprise. “The American Diabetes Association requests that OMB withdraw the proposed rule or at a minimum delay the effective date to review comments and fully consider the implications that the rule will have on the scientific community, public health, and healthcare infrastructure and all those individuals who benefit from scientific research, clinical trials, and community-based disease prevention programs.”

The ADA encourages all members of the science and diabetes patient advocacy community to submit public comments on the proposal by the comment period deadline of July 13, 2026. Comments can be submitted anonymously. The ADA has an online tool to assist with comment development and submission which can be accessed on the ADA’s Advocacy Engagement Platform.
